The Bill (Reg. No. 2700) defines authorities of executive bodies concerning import, export and restitution of cultural valuables, enhances the procedure of import, export and restitution of cultural valuables of Ukraine, and specifies certain regulations of the effective Law.
The Committee members stated that "the Bill aims at the enhancement of governmental control over the trans-boundary movement of cultural valuables; development of effective mechanism of preventing illegal turnover of cultural valuables, struggle with contraband of works of art; creation of a single system of public bodies in charge of control over import, export and restitution of cultural valuables; definition of the order and procedure of measures to be taken by the public authorities to exert supervision over the issues in question".
The Bill also defines mechanisms of restitution of cultural valuables relocated after the Second World War.
